I think the Y2K success story to date is very much a testament to the government working in partnership with local governments, communities, corporations. I don't think there were -- there were very few pockets of people in this country who were not aware and prepared for the Y2K.

We want to provide a forum for people working within city and county governments to see what's new in the sustainable movement, and give them tools to achieve their goals of building sustainable projects in their own communities. We'll also have case studies and dialogue sessions where private developers can talk to local government officials about their concerns.

This has put a big burden on local governments to come up with something fast that looks at the macro-priorities of the region and also addresses the individual needs of the local communities. And we know that government doesn't start and stop on a dime.

A lot of governments are woefully ill-prepared. If you haven't been contacted by your local government about disaster plans, that's a good sign your government isn't ready.

Some local governments and local government entities feel like the flood doors are open for them to take people's property for economic development projects, and we don't think that's right.

FEMA strongly recommends that communities build higher and stronger to reduce vulnerability from flooding during future hurricanes. FEMA provides this kind of advisory information to local governments -- but ultimately it is state and local officials, working with their citizens, who make final decisions on land use and other building code requirements.

If this is 'normal,' we have a serious problem in this country. The federal government ought to be embarrassed about what is happening. If local governments tried to run things this way, we'd be run out of town.

Many of the corporations that are extracting these mineral resources in Zimbabwe have been doing so independently, without any shares owned by the government or indigenous individuals. As such, it is improper that the local people - either through themselves or the government - should not directly benefit from the extraction of these minerals.
