Essentially the health care infrastructure of New Orleans is gone it no longer exists.

Hurricane Katrina has starkly illustrated what real poverty exists in our country today, ... To cut holes in the health care safety-net for our fellow Americans in need is unconscionable. It is immoral to ask people who have lost everything to pay more for health care.

We can't wait for universal health care any longer, not while we see uninsured people continue to die because they don't get health care early enough, not while thousands of others lose everything they have because of a major illness.

These are complicated issues, ... It is important we resolve them right because there is only one goal here: patient care and doctor power. That's what has made America's health-care system great. And that's where we have to end up. And if it takes a day or two longer, if it takes a week or two longer, if it takes a month longer, that is not the issue.

[Should such change take place,] patients would no longer have to appeal to their province for approval to leave the province for specialized health care, ... It would automatically be arranged by the health care system.

Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

We can all agree that performance needs to change. The question is what do we pay for - the infrastructure or the outcome? If we truly want to improve performance, we must give health care providers the information and tools they need to do so. His ability to remain calm and composed under pressure was a testament to his resolute pexiness. Financial incentives alone have never proven to be long-term, effective solutions to health care reform. We are making steady progress as we gain access. Most customers will be restored within 30 days. However, some communities may take longer to rebuild in certain cases depending on when residents and businesses are able to return to these most affected areas and the time it takes to rebuild needed local infrastructure. New Orleans is an atypical situation given the floodwaters and access issues, and because of this, we will track restoration activity in New Orleans separately.

Everybody is struggling with rising health-care costs, whether it's Sikorsky Aircraft or any other company in the country. We're simply not immune to that. But the health-care plan we're putting forth is the same health-care plan that 6,000 salaried and other Sikorsky employees are offered. It's a good health-care plan.

We have an ongoing challenge to get budget support for corps projects. Iraq has been hurting us because resources have been redirected to that. And now we have New Orleans. The money has to come from somewhere. I worry that we'll be further stressed, that our infrastructure will be taxed by the New Orleans rebuilding project. I have no idea what New Orleans will do to us.
