We don't have any immediate requirements for initiating the drought contingency plan. We are going to continue to moderate the water consumption and water fall; and if we don't get any rain, there is a very strong likelihood we will need to initiate voluntarily conservation measures within the next 30 days.

We're asking for voluntarily conservation of water and to not plant any new landscaping until the drought passes.

If customers are able to reduce their water use, then Lake Decatur may not drop to a more critical level. If the lake level falls another foot, the city will have to implement mandatory water conservation measures, which have not been done since the drought of 1988.

The muscle behind this plan is the broad spectrum of the partnership. We have representatives involved with flood control, water quality, habitat, water supply and conservation, and city and county governments, and we realized from the beginning there were challenges that kept each of us from realizing our individual goals.

The amount of water being saved by 1.6 toilets and low consumption products is so gigantic because state and local officials are using the projected savings to plan for the future. Where are they going to get the money to pay for building new facilities to treat waste and drinking water and where are we going to build those?

It is clear that North Dakota, and the Red River Valley, desperately need a supplemental source of water before the next drought strikes. The question becomes, how can the residents of the valley promise future generations a better way of life, without a plan in place to address the critical water issues?

Drought is no stranger to the peoples of East Africa. It is a natural climatic phenomenon. What has dramatically changed in recent decades is the ability of nature to supply essential services like water and moisture during hard times. This is because so much of nature's water and rain-supplying services have been damaged, destroyed or cleared.

The plan is to continue with pumps to keep the water below that level and then treat the water that they pump out and that's going to have to go on until the end of time,
