You could actually have a flood recovery economy in New Orleans for a number of years. And it could bring a better racial balance — integrating white neighborhoods, thinning out the concentrated poverty in black neighborhoods, creating jobs and opportunities for people who didn't have them before.

[The muddy waters roiled by Katrina have no doubt flooded some legendary musical locales and wiped out irreplaceable artifacts of New Orleans music. Among the hardest hit areas were the poverty-stricken African-American neighborhoods, where the New Orleans musical traditions are all but woven into the tattered but colorful fabric of everyday life. But the music of Crescent City as well as the people who create it -- and the spirit, soul, originality, independence and distinctive locality of that art and the musicians who create it -- cannot be washed away, no matter what the category hurricane or depth of flood.] It's going to take some time, but it will come back, ... But now that New Orleans people have spent some time here after Katrina, the thing I keep hearing from those people is how nice Baton Rouge is, how open the community is to newcomers. And I think that is why people are staying.

They need to figure out where the people who work in the restaurants and the kitchens and cleaning restrooms are going to live. People who have low-paying jobs are absolutely essential to the economy of New Orleans, and they won't be able to chase them away and rebuild the economy.

Jobs and job creation are priorities for every country's economy. Improving regulations is vital for all entrepreneurs and key to creating more employment opportunities. Young people looking for their first jobs and unemployed people benefit the most from such reform.

I was sitting in my new home in Cold Spring Harbor, New York, horrified like everyone else. I knew which neighborhoods were being hardest hit because I've spent over 25 years going down there, first as a reporter covering Jazz Fest for Billboard and then developing friendships there. As those waters rose, a lot of people knew I had close relationships in New Orleans and started e-mailing me about what was happening there. I couldn't believe it.

Approximately 250 New Orleans-based Shell employees returned home today. Another 750 employees will follow the week of February 20th. These individuals and their jobs represent important contributions to the emerging economic recovery of the region and its community fabric. Shell is one of the largest New Orleans Central Business District employers and employs more than 4,000 people in the State.
