The Commission's position on this point is contrary to both the letter and spirit of the law.

For the last eight years, the commission has been extremely careful to follow every procedural rule to the letter. From a legal point of view, everything I know indicates the commission has been very correct.

Let me be clear, the Commission's position is that Microsoft is obliged to comply with the remedies imposed by the Commission's March 2004 decision, nothing more, nothing less. We are not moving goal posts, we are not changing our demands.
