There will soon be a Hispanic governor in the state of Texas. There are people sitting in this room who will run for governor.

The governor understandably believed he was clear in his directives and he's disappointed that for various reasons, people were overeager, overzealous, or didn't understand the directive.

The governor will look closely at whatever comes to his desk. But Congress has put a mandate on the states, and they haven't given the governor very much wiggle room.

If it passes, it's almost a resurrection for the governor. It shows he can govern again. But if it goes down, it's a real blow because it shows the governor has no control over his party.
