He doesn't believe that occupying Iraq is a winning strategy for American troops. He wants the president and the Defense Department to level with the American people and show them a plan for leaving Iraq.

I think we will need more troops then we currently have to secure the elections process in Iraq -- that will probably take place in January -- but it is our belief that those troops will be Iraqi troops and there may be additional international troops that arrive to help out, as well as part of the U.N. mission. So I don't see need for more American troops, but we can't discount it.

American credibility in the world, progress in the war on terrorism, our relationships with our allies, the future of the Middle East, and the fate of Iraqis themselves depend on the resolve of the U.S. government and the American people in achieving a positive outcome in Iraq.

These are countries that are starting, together, themselves to identify as a region, as the Central American region. The Central American Free Trade Agreement is one example. Countries in that region, for example, have contributed troops to Iraq, and they've contributed at least a commitment to work on maybe joint peacekeeping activities, things of that nature. So, it's developing an identity as a component of the inter-American system and I think the Secretary would very much like to strengthen that.

The real struggle in Iraq -- Sunni vs. Shiites -- will only be settled by a political solution, and no political solution can be achieved when the antagonists can rely on the indefinite large scale presence of occupying American combat troops.

We now know that the American people were given inaccurate information about the reasons for invading Iraq. We now know that our troops in Iraq were not given the best body armor or the best intelligence.
