en The change in the operating levy has not kept pace with the change in assessed value. Land value in the county has been increasing at a slightly greater rate than the levy has. The county board has not taken advantage of all that it could have. It has taxed for what it believes is needed to provide services, not what has been available to it.

en This is a property levy that will be 10.3-mills operating levy on the ballot. But it's actually replacing a 5-mill levy that expiring this year.

en We're amending the tax levy for 2005 to capture the education rate money that's legal since it was approved (by voters on March 21) and modify next year's levy so we maximize state aid.

en The city needs to be a major player in economic development, but I don't think we need to take the lead. We need to look to the professionals on that. Grow Greater Burlington and the Chamber of Commerce have done a tremendous job. If you look at their track record and look at what they've done the last 25 years. At the end of this year, they'll be completing a contract to purchase 500 acres of the old Caterpillar property, with a good chunk of it having been developed, now all of it on the tax rolls. Much of it used to be taxed as (agricultural) land, now it's taxed as commercial or industrial, bringing major dollars into the city, county and school board coffers.

en Once we decide what the change will be, we will give the county a 14 day advance notice before the change is made. A letter is sent to county officials informing them of the change.

en To build a new facility to the state's specifications will cost the county between $30 and $35 million. To issue a bond to pay for that $35 million project would require a $2.8 million increase in the property tax levy. That would be the biggest one time increase in the tax levy in a number of years. And that payment would be with us for 20 years. It is not something that is going to go away once we build it.

en As the county grows, it's often up to a church to provide services that Fairfax County can't provide. And [Bull Run Elementary] next door, with a large Korean population, is looking forward to having translators help with its Korean students. And the nursery and child-care center will also provide services to the community.

en This is a change from our normal process. Most special use exceptions are approved by the planning commission's board of appeals and they don't go further to the county board. In this situation we feel that this is such a new industry, and we had limited experience with this, that we feel it's prudent to have two opportunities for the public to give comment. And so the county board will give their final approval on this.

en Our staff in these two offices will continue to provide the excellent services they always have to Dane County seniors. The only thing that will change is the business address and phone numbers.

en We want people to understand we are not anti-levy. We just believe they (school officials) have chosen the wrong levy.

en Even if we get an increase in state aid, I might not use it to restore positions but rather to reduce the levy. I don't like the look of the levy because it's still too high.
