Those who say there's no problem and there's plenty of time are offering a misleading argument that the Social Security Trust Fund somehow has assets that can be used to draw upon starting in 12 years to pay benefits, but the trust fund does not contain cash or bonds or stocks to turn into funds. It contains IOUs reflecting the rate of the trust fund over the last few decades.

Gore is keeping the existing system in place because it works -- using the budget surplus to add to the Social Security trust fund. So what's the point in dismantling it,

The education fund, as I understand, has a surplus. The transportation fund does not. So I shall vote no on this.

Basically, we looked at the proposed consideration being requested by certain holders of the Notes. In view of our strong cash position, we elected to discharge our obligations. The company will set aside funds in trust sufficient to service all remaining payments of interest and principal with the indenture trustee.

Trust banks, their customers and fund managers they rely on are all saying they do not need to do much given that fund performances are pretty good this fiscal year.

It's a time of great surplus. Let's take it out of the General Fund and not tax the people.

First, let's take Social Security and Medicare off the table so that those funds are protected. Then, let's take one-third of the surplus and give every American, not just the rich, a fair tax cut. Transportation projects are traditionally not funded through the General Fund but rather through the Transportation Trust Fund. However, the gasoline tax has leveled out somewhat because cars have become more fuel efficient.

I know each fund has its supporters, and that some will not want to see the surplus go to schools. But, in tough times, you have to set priorities. And our priority is education.
