Consumers had a nice July and August. Unfortunately, they're on their own for the fourth quarter, which starts on Wednesday. Going into 2004, spending is going to be based on wage and salary growth, which needs a boost.

Even if consumers pull back a bit, just rebuilding those inventories will add a lot of growth. We will see a shift to business spending from consumer spending in the fourth quarter, and when that occurs, it will be quite healthy.

It was a very disappointing report. It clearly pushes the timing of a Fed tightening further into the future. We're now calling for a Fed rate hike in the fourth quarter of 2004 instead of in August.

In September of 2004, the board approved an incentive based increase in salary. Their salary increase is based on membership.

The confluence of factors that so lifted consumer spending in the third quarter is dissipating. Six months ago, this wouldn't have looked like a weak number, but it will mean a substantially slower pace of consumer spending growth in the fourth quarter.

Globally, confidence is still positive but we can't expect sales to take off or spending to surge. What seems to be happening is that while the jobless rate is falling, people are seeing less salary rises as the 35-hour week brings wage moderation, so morale is not so good among consumers.
