The nursing home system in New York state is too large by any measure.

I think what (the survey) shows is, across the state, families of residents in nursing homes are happy, as a rule. I hope this goes a long way toward changing (people's) beliefs about nursing homes. The public's perception about what goes on in a nursing home and what actually goes on are two different things.

To preserve the license, you have to look like a nursing home. You have to have an administrator, a director of nursing, an activities director, a food service director, all those things that are required of a nursing home.

Some people think we have a nursing shortage because there are not enough folks interested in nursing. That's not the case in Utah. We actually have a large applicant pool.

Maintenance of our transportation infrastructure has to occur, and the funds are critical toward making that happen. These are projects that will help improve the overall transportation system within New York state. It will attract new business. We view this as very important for New York state and its communities.

The state does not create veterans, the country does, and so the debt that is owed to our veterans and families is not a state debt, it is a national debt. So everywhere possible where a veteran is in a nursing home or a boarding home that is a care setting, we should first look to the Department of Veteran Affairs rather than the state to incur the costs.

Since its referent is the external referent, the internal referent is unreal and nonexistent by definition. The process of invalidating that which the system does not know, understand, cannot measure, and cannot thereby control is so extreme that large areas of perception and knowledge are lost. I think we have better nursing homes than the rest of the country. There's not a nursing home on this planet that has anything on us.

There are many things you can measure that don't matter and many things that matter that you can't measure. You can't measure quality of life simply through the economic lens. There is no one measure that tells the whole story. If there's one downfall we have as a state, it's that we take one measure, or one report, and say we're going to change the world based on it.

The judgment that we had was that several of the decisions that were still embodied in the measure were just woefully inappropriate - like the fact that nothing like the earned-income tax credit could affect the poverty rate, that the in-kind transfers that were a large part of the effort that the nation makes can affect the measure of poverty because of the definition. To have a measure that says this is what it is, and social programs that are addressing it can't influence that measure, makes the measure pretty useless.

Most of us would prefer that our own aged and infirm family member be cared for at home with the right kind of supporting services, as opposed to in a nursing home. For that reason the state created the PASSPORT program, which provides services to elderly and disabled people in their own homes.

Medicaid pays for about 70 percent of the nursing home beds in the state. We talk to the resident and their family and ask if the new place is someplace they would be willing to go.

I am delighted at this wonderful recognition of the richness and vibrancy of professional nursing practice at the VCUHS. Being designated as a Magnet organization is a special affirmation of the quality of our nurses, our nursing organization and all of our staff across the Health System.

In the federal system, outside of maximum-security places, generally people are physically safe. I don't think anybody would say that about New York state prison. And from a state perspective, this is one of the longest sentences in a corporate fraud case that I can recall.

We've been advocating that this year in order to avoid people going into nursing homes. We think that if we had more home- and community-based services funded in this state that would prevent much more costly expenditures down the road.
