NORTHCOM will not be running the show in the event of a pandemic. We will be taking guidance and requests from other agencies, such as the Department of Homeland Security, via the secretary of defense.

But it will take leadership by the Department of Homeland Security, the Defense Department, and other federal agencies, along with support from Congress, all of which have yet to materialize,

I don't know whether the Attorney General was responding to a question in a news conference, but that's the reason that Homeland Security is the agency that the President has designated to communicate changes in the threat level. And Secretary Ridge addressed that subsequently. I think it goes to show that there's different voices, and, as we have created the Department, we tried to bring that together so there's one focal point of communication as to the threats that we face and how the public is supposed to respond to it, and that's Homeland Security.

[But Card wasn't there to prepare Bush for his meetings in Europe. Taking on those powerful bureaucracies would have meant a bigger war than Bush was ready to wage.] The options were gradations from do nothing to do it all, ... pretty close to do it all.

Most agencies never viewed their job as homeland security. Now we're trying to turn agencies and entities with a service orientation into security agencies.

Rumsfeld wants that firewall between Northern Command and DHS because he's legitimately afraid that otherwise, Congress will rob the Defense budget to pay for homeland-security initiatives. The problem with that approach is that it provides no incentives for senior NorthCom leaders to build relationships with mayors and governors around the country, closely studying what capabilities they have and exactly what kind of help they would need in a disaster.

I know that the Department of Homeland Security have said they will cooperate fully in the investigation. The individual who was arrested is someone who is a civil servant, and my understanding is that the Department of Homeland Security has placed that individual on administrative leave. These are very serious allegations.

Many non-homeland-security missions are likely to be integrated into a Cabinet department overwhelmingly dedicated to protecting the nation from terrorism, ... Congress may wish to consider whether the new department, as proposed, will dedicate sufficient management capacity and accountability to ensure the execution of non-homeland-security missions.

I am grateful to the president for asking me to continue serving our armed forces as the deputy to [Defense] secretary [Donald] Rumsfeld.

Demanding the removal of Secretary Rumsfeld is not going to hasten the dismantling of the worldwide terror network or ensure security of our homeland, nor will it speed the process of turning responsibility for the security of Iraq over to the Iraqi defense forces.
