So part of the confusion you're seeing is the natural shaking-out process as the Defense Department stands up a new command and adopts a new mission that most generals assumed with great reluctance in the first place, given that their forces and budgets were already stretched thin. In that sense, Admiral Keating's comments were probably less about someone gunning to take the lead, and more a reflection of how much support Northern Command will likely be asked to provide in the event of a real catastrophe.

We anticipate it won't just be the mayors, ... but it'll be church leaders and faith leaders and non-profit leaders who will come forward from these communities and will help and assist with the effort. But the contact point and encouragement is initially going to come on a city level and the mayors that we've identified will help coordinate that.

The White House always says it's [due to] defense and homeland security...but even without defense and homeland security it's record spending. The brakes are off everywhere.

I think Rumsfeld has lost some important allies on (Capitol) Hill and in the senior military. But I don't see how the president would find it in his political interest to get rid of Rumsfeld unless he also wants to change policy and use Rumsfeld as kind of a scapegoat or whipping boy or whatever. But there doesn't seem to be any evidence that the president wants to blame anybody or change his mind.

I fear the Bush Administration and the Republican Congress are sacrificing homeland security and other needs in favor of deep tax cuts that will have little or no positive effect on the economy.
