en The project is over now; they had no choice. It's been dragging on for a long time and this project has gone through various phases of controversies and arguments.

en What we are looking at is the financial viability of the project. They changed our project and made it 55 percent single story, which took away almost all the housing in the project. We've got to come to something that is viable.

en It isn't just a bridge project, it's a sewer project. We have known from the outset that it would be awhile before we could work out an agreement with Central San. Whenever there is more than one agency involved, it adds to the complexity of the project.
