It isn't just a bridge project, it's a sewer project. We have known from the outset that it would be awhile before we could work out an agreement with Central San. Whenever there is more than one agency involved, it adds to the complexity of the project.

This was kept in mind while planning this project, to stage getting the interchange done with Beck and the Haggerty bridge done before the start of the project on Sheldon. We want the entire M-14 project to be completed by Nov. 1, when the Sheldon railroad project could begin.

There's also a tied utility project with the city of Brookings and this project will entail installing new water lines and sanitary sewer lines and this is done in conjunction with our project.

The levee failures we saw were in areas of the projects that were at their full project design. So that part of the project was in place and had this project been fully complete ... it's my opinion, based on the intensity of this storm, that the flooding of the Central Business District and the French Quarter would still have occurred.

We probably won't be able to actually build a new house for a while, because of the (sewer) moratorium. What our first project may well be instead is a rehab project, taking an existing home and improving it so that it is inhabitable.

We don't know the parameters that the Army Corps of Engineers require for the funding of an emergency project yet, but having said that, it's important that Nags Head begin to look at numbers for a locally-funded project. As far as the district is concerned, we are no longer pursuing the project. If another agency wants to pick up the project and do it on its own, that's their choice.

Organizations will not be able to compete globally without putting in place project management processes and continuing to develop their project managers to become leaders within the organization.
