This is a profoundly disappointing text and a betrayal of development promises. Rich countries interests have prevailed yet again and poor countries have had to fight a rearguard action simply to keep some of their issues on the table.

We're keeping up the pressure on the Bank, Fund and rich country donors. The story of 2005 was promises from rich countries to increase their aid. The story of 2006 is whether these promises will result in real money to fight poverty and not aid increases based on clever accounting, politics and naked self interest.

We hope advanced countries will reduce their trade barriers and their farm subsidies so as to provide a bigger market for developing countries,

If there's going to be retaliation, which frequently takes place in the trade world — the kind of retaliation would be either tariff barriers, non-tariff barriers, or prohibitions similar to any that the Congress of the United States may choose to impose on the ports deal. How could that be good for the world's largest exporter, which is the United States, with 30 percent of our economy dependent on (international) trade?

A trade agreement in Hong Kong would provide the spur for investment and economic growth that promises a lasting exit from poverty for millions, even billions, of people in developing countries.
