With the dollars that the federal government is putting in, I can see it rebuilding and even being stronger. But how long is it going to take? But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time.

The Federal Government should be the last resort, not the first. Ask if a potential program is truly a federal responsibility or whether it can better be handled privately, by voluntary organizations, or by local or state governments.
