en What the state said was that it was a good plan, but that it lacked the resources, we lacked the resources to implement. My question is why not address the resource issue and allow the plan to be implemented in collaboration with both the city and the state?

en A big part of the reason for why tuition increased (in the past) is due to the state's budget difficulties and the fact that a few years ago there were significant reductions in state funding provided to higher education. Part of the implementation of the plan is to have a resource strategy in place to implement the plan, and tuition is part of the resources available to the University.
