We're not flat-out against a referendum. A budget plan has to be in place prior to April 4 so that when the referendum doesn't pass, the school administration and board have a planï¿½ a better plan that doesn't include cutting curriculum and sports.

It will have to be a constitutional change. But keep in mind the legislature. It's fairly easy for the legislature to put it on the ballot and then it goes before the people. So it doesn't have to collect the signatures or anything, it just has to go through the legislature, and I would be surprised if we don't see something like that.

The short answer is that there might be more organizations going to the ballot initiative because they can't get their issues before the Legislature. We believe the Hennepin County-Twins' proposal will fail, should it come up again, because it doesn't include a referendum. We feel that legislators will respond to overwhelming public opinion and approve this proposal only if a referendum is added.

It becomes a gaming issue only when and if the Legislature passes the bill, and it becomes a referendum in Kanawha, Ohio, Hancock, and Jefferson counties.

We go through this every year with the Legislature, and we have to wait to see what we are going to do. We can make all the plans in the world but unless we know what the Legislature is going to do, it doesn't mean anything.
