I disagree with the pardon of Mr. Rich. I think it was inappropriate. But I don't know all the facts, and I can't pass final judgment on it,

Governor Lynch believes that pardon hearings should only be granted in extraordinary circumstances, not as a substitute for the legal system. A pardon hearing would essentially involve retrying this case 15 years later, which would be unfair to the victim, difficult to administer and not the role of a pardon hearing.

What the office does in terms of the pardon process is the pardon petition is submitted with reasons and letters. We contact the sentencing judge and the attorney. We talk to the Department of Corrections, who puts together a package. We do not take a stance. Then the pardon petition is sent to the governor and the Executive Council for a decision.
