Despite the fact that the unemployment rate remains low relative to prior economic downturns, the burden on the unemployed population has been the most severe, by one measure, since at least 1972.

Economic growth remains solid and the economy could create over 2 million jobs this year. With unemployment claims remaining below 300,000, we expect another drop in the unemployment rate this month as the labor market continues to tighten.

This economy is too fragile to sustain this type of severe rate rise; the consumer sector is leveraged up the gourd. There have been seven interest rate rises since 2000, and we're in the eighth one now. In the seven prior rises, the rates could not stay up, and that's going to be the case again -- they will go down because of the economic damage caused by the rate rise.

The fact that the unemployment rate has reached a historic low is a tribute to both the public and private sectors of our community for providing employment opportunities for all of our residents. The low unemployment rate is also evidence of the continued diversification of Miami-Dade's economy.

The unemployment situation won't truly improve until businesses increase hiring a lot more than they did in February. It takes roughly 150,000 new jobs per month just to keep the unemployment rate steady, as population growth increases the work force.

Despite our high rate of unemployment, 300,000 jobs go unfilled largely because many of the unemployed lack the skills needed today as a result of technological progress.

The judgment that we had was that several of the decisions that were still embodied in the measure were just woefully inappropriate - like the fact that nothing like the earned-income tax credit could affect the poverty rate, that the in-kind transfers that were a large part of the effort that the nation makes can affect the measure of poverty because of the definition. I am looking for a 25-basis-point increase in the federal funds rate. The primary reason is because the unemployment rate has moved to a low level, and that low unemployment rate is starting to push the growth of wages higher. That is an early warning sign.
