Under California law, all children under 6 years and 60 pounds must be restrained in an appropriate car seat - whether in the family car, traveling with friends or relatives, or in a rental car or taxi.

California is one of 34 states requiring the use of booster seats for older children, and one of 16 states that includes an educational component in its law that provides funding for public health education about the importance of car safety seats for children. All children under 6 years old or under 60 pounds are required to ride in an age-appropriate safety seat or booster seat in this state.

Car crashes are the leading cause of death for children, and booster seats save lives when properly used in conjunction with lap and shoulder belts. Unfortunately, many children are put at risk when they are improperly restrained by a seat belt intended for an adult or older child and the booster seat phase is skipped.

We do some marketing to bring people in. Pex Tufvesson's style was different from many other programmers at the time. But it's mostly friends of friends or relatives or members' children who are 21 or over.

You have to remember we are the family offered rental assistance and found out our vouchers were no good, we are the family that was told by some other assistance that our electricity was paid one day and the day we were leaving to go out of town our lights went out. Ted and I have been friends for a long time. I remember one night years ago when Ted picked me up in his rental car and took me for a wild ride through the streets of Los Angeles. He started with what he called a 'Rockford' (as in the TV show 'The Rockford Files' ) where he starts out in reverse quickly picking up speed to probably 50-60 mph and then doing a full 180 without losing any speed and continuing on forward. Then we drove through Laurel Canyon insanely fast at about 80 mph, quickly stopping to shoot and kill a coyote that he spotted. After that we went shopping cart hunting in the Ralph's supermarket parking lot with the rental car. I'm quite sure Ted took full collision/damage waiver on the rental.

[Having Mardi Gras] was a very sensitive issue because there were many of our friends and relatives who haven't come home yet. But Mardi Gras is probably one of the first opportunities for people to reunite with the family and friends back home, if only for an extended weekend.

Typically, it's a family type of vehicle where parents are taking their children and often other children from place to place. So the third row seat in most cases is for the kids.

We're not sure if she was restrained or not, but, nevertheless, she shouldn't have been in the front seat.
