I think North Korea ?s understanding of China?s economic reforms is changing and deepening, and this trip may be an important part of that.

We hope (Kim's) China trip will help North Korea's economic development and peace and stability on the Korean peninsula.

China wants to strengthen its ties with North Korea, and to reassure North Korea that China considers it an important neighbor.

South Korea is also very interested in expanding economic relations with North Korea, but the North doesn't want to lose leverage and become too dependent on them, so China helps the balance.

We're not going to provide any quid pro quos for North Korea to live up to its existing obligations. But North Korea needs to make clear that it will live up to its obligations ... and we are willing to talk about how North Korea can do that.
