We did the same thing when people received tax rebate checks back in 2001, and we saw them using the money to shop at Wal-Mart.

Are consumers buying more? I don't know. I think what Wal-Mart said about people spending less of the rebate money this year in stores is significant. It shows people prefer to save any extra money than spend it.

We have allowed to exist the idea that only the poorest Americans shop at Wal-Mart. Shame on us. We have people from all walks of life who shop at Wal-Mart stores.

That's even for people who don't shop at Wal-Mart. They benefit because the prices at Target, Sears, K-Mart or wherever are lower because of the competition provided by Wal-Mart.

The money a person is getting back is a rebate of the money you earned. It provides low-income families with money they need to make ends meet. It is money they are entitled to, and it can help.

It's a clever move because it will allow it to test the water. There's scope to succeed because it won't be going head to head with Wal-Mart, but operating a complementary business where you can do a top-up shop and buy everyday essentials there and then do your full monthly shop at Wal-Mart.

More consumers don't just see Wal-Mart as a business, they see it is a social and political issue. Until Wal-Mart changes substantially, those consumers they are going after, who can make a choice about where they shop, will avoid Wal-Mart.

The tax rebate checks are all but in the mail.

There's a feeling that consumer spending could certainly get a boost as the first Fed rate cuts will have been in place for 8-9 months. And people will start receiving their checks from the tax rebate. Things are looking up for the retailers. I think the comparisons are looking better too.

That's laughable from someone who put their name on the $400 rebate checks to every New York homeowner.

If you want to shop around for the best gas prices in town, you're still going to get that rebate.

The market seems to have come to the conclusion that the 28 percent operating returns that (Wal-Mart) earned before the 2001 recession are a thing of the past.

Free money you never have to pay back. It may sound unbelievable but every day people and businesses are receiving government grant checks in the mail for doing nothing more than asking.

Our hope is that what comes from this is that Wal-Mart will take seriously our concerns and millions of people who want to see Wal-Mart do the right thing every day,
