Members of Congress are well aware that we are about to face massive debts and deficits, and we're spending for an entrance to a museum? It's just not a national priority under any circumstance, and less so when we've got to spend billions to clean everything up (in the Gulf).

Congress is rightly spending billions of dollars to help the people and businesses of the Gulf Coast who have been devastated by Hurricane Katrina, ... to ensure taxpayers' money goes to those in need, not to fraudulent contractors.

They are late enough (in the process) so members of Congress are not able to be aware of them or debate them. Those are the ones that are vulnerable to abuse. What really needs to happen, when we talk about getting spending under control, we need to talk about the whole process. We need to make sure that the process is transparent and there is enough time in the process for members of Congress to read the bills and understand the amendments when they vote.

The conference will fail if it doesn't put in place (regulations) and strong financial incentives for industry to spend billions and billions of dollars on clean energy today. If you begin to look at the full ramifications of this, we are talking about billions and billions of dollars. Congress simply passed an unfunded mandate. Every motorist in America is going to pay the price of this, of the Congress' failure to do a serious exploration of the cost, the complexity, of the difficulty.

Conservation payments are discretionary spending that Congress can either appropriate or not or spend it for anything they want to. We have to be very careful to protect mandatory spending.

While Alberta continues to set the standard for fiscal performance in Canada, B.C. has significantly improved and is quickly catching up. At the same time, Ontario's fiscal performance has worsened in terms of government spending, taxation, and debts and deficits.

We thank those Senators, both Republican and Democrat, who stood firm against tremendous pressure from the Bush administration, pro-drilling members of Congress and their allies in the oil industry. They recognize that the budget is an inappropriate place to decide controversial national policy matters like America's energy policy. We urge all members of Congress to remain steadfast in their belief that the vast, unspoiled wilderness of America?s Arctic National Wildlife Refuge is more than a line item in the Federal Budget.

Congress has provided $60 billion already for reconstruction, recovery and rehabilitation efforts to help the people in the Gulf Coast region get back on their feet, ... Currently, I am working with a number of my colleagues to come up with viable options for finding offsets for this emergency spending. I look forward to finding consensus on a solution that will make the most sense to ensure that we do not deficit-spend.

'Don't Ask, Don't Tell' places an unnecessary burden on American taxpayers by asking them to fund a discriminatory law that hurts military readiness. The choice is clear: spend $364 million on firing patriotic Americans or spend the same amount on three dozen Blackhawk helicopters, 4,000 sidewinder missiles, or enough body armor vests to outfit the entire American fighting force in Iraq. Our priority should always be defense and national security. Congress should repeal 'Don't Ask, Don't Tell' immediately and fund real priorities in the war on terror.
