is the kind of leader we need to oversee the tens or hundreds of billions that Washington will be spending on the Gulf Coast. Scott could insist on low everyday prices while still leaving the area as well prepared for the next disaster as Wal-Mart was for Katrina.

The bottom line is every aspect of the federal government has been working to help those devastated by Katrina and to get the Gulf Coast back on its feet. This is an unprecedented natural disaster, and Congress has responded in kind — but full recovery does take time.

Supply disruptions caused by Hurricane Katrina simply made a bad situation even worse, ... Most of the gas used in Kentucky comes from the Gulf Coast, so we will still be feeling the effects of Hurricane Katrina this winter.
