We're going to have re-entry for a 'look and leave' into the Ninth Ward starting on Wednesday into those areas where we don't have the large debris fields.

I have been to the Ninth Ward. There is debris in the Ninth Ward, but you don't have people. We say, send the money where the people are.

The type of debris in different areas that we would clean is large construction debris and is just not safe for volunteers,

I'm hoping to come up with a system that if we do have to do any mass demolitions down in the Lower Ninth Ward, ... that we figure out a proper compensation formula for those homeowners and they move either back in those areas or in an area that is comparable.

In light of the fact that we could have another rainy event, we wanted to target the bridge crossings and get rid of the debris that's there so that if we do have more rain, the debris doesn't cause debris dams, have water bypass over the roads and flood residential areas.

[The water especially devastated the Ninth Ward, among the city's poorest and lowest lying areas.] Out West, there is a saying that water flows to money, ... But in New Orleans, water flows away from money. Those with resources who control where the drainage goes have always chosen to live on the high ground. So the people in the low areas were hardest hit.

Church World Service has historically sought to respond to the most vulnerable, so that's where we're going to look, ... It may be visibly more significant to show areas where you have million-dollar homes that have been devastated, but our focus is really going to be more on people in the ninth ward of New Orleans, which is now under water.
