Like everyone else, the school system will have to deal with increased utility costs. We already are running with a deficit from fuel oil for this year's budget.

We have long and cold winters, so people get hit very hard by increased utility and heating costs.

Given the recent surge in energy prices and higher medical costs, many will not be made whole by the increase. The increase is backwards looking; it represents inflation over the last year. In the near term, inflation will be greater.

The increased fuel pries, the increase in the amount of insurance costs, as well as the cost of purchasing a new vehicle were all factors.

The new IFC standards are stronger, better, and more comprehensive than those of any other international finance institution working with the private sector. We aim, with these new policies, to increase the development impact of projects in which we invest. As a team the increased fuel costs, naturally, affect your budget. Figure this: the transporter that we run gets about 6 1/2 to 7 miles per gallon at best, 4 1/2 at worst. Obviously, the increased fuel cost makes a considerable difference, especially with all of these trips we're making to the West Coast now.

Although we believe GM can reduce capacity and structural costs over the long term, the company will emerge from restructuring with lower earnings power and operating leverage. With a lower dividend, the costs of investing in this longer-term restructuring story have increased dramatically.

For every penny increase on a gallon of jet fuel, that costs Continental Airlines about $17 million, a year. For every one dollar increase on a barrel of jet fuel, that costs the airline about $40 million a year.

The question then becomes how do state utility commissions handle these costs and rate increases? Clearly these fuel costs are beyond the control of utilities.

Just to cover the increase in fuel costs over the past two years, American would have had to raise fares nearly $75 per round-trip ticket. During this time period, our average fare increased by only $15.

It is getting harder and harder to come up here. I am running out of arguments. These windmill projects will promote the county, yet we are fighting an uphill battle here. We need to get the projects moved out of the finance committee.
