This is too high an increase. It should have stayed under 15 percent. In my view, this puts a floor to inflation of 13.5 percent.

Everyone on what we're working with right now does not get a 2.5 percent increase. Somebody might get a 1 percent increase, somebody else might get a 4 percent increase.
