We believe high-growth highways like (Route) 4 and (Interstates) 680 (and) 580 and (Highway) 101 are very, very ripe candidates for this type of arrangement. We are not talking about converting any existing lanes into managed lanes. It would all be new. Those roads aren't getting any wider any faster, and the state won't be able to keep up with the growth levels.

Interstates and parkways ... we recommended going to 70, and some of the four-lane non-interstate, non-parkway roads we recommended going to 60 miles per hour from 55. Many of the rural interstates are now six lanes and not four lanes like they were at that time, which, in my opinion, makes them even safer.

Those lanes will be constructed during the 2006 construction season. Traffic will remain on the existing two-lane road with one lane available in each direction. Then in 2007, we'll build two new lanes east of the existing lanes. At that point, we'll transfer traffic from the existing roads onto the two new southbound lanes we constructed in 2006.

We're making some improvements as to where the decision points on the highways are going to be. We are getting rid of the weave actions that currently happen between the Chenengo River and Interchange 7. At Interchange 4 with Route 7. We're adding lanes where necessary to improve the capacity of the highway.

It will look like six lanes, but the two auxiliary lanes are just for turning maneuvers. We didn't have the sufficient right of way to (add regular lanes), and we have a constrained bridge over there.

What they've done to Las Vegas Boulevard is a crime. North of the South Coast the Strip narrows from three lanes to two lanes to one, then back to three lanes. It's a real pain, especially in the late afternoon.

I went to work at Hialeah Lanes in 1955. That closed after 15 or so years and I went to Palm Springs Lanes also in Hialeah. The lanes kept closing and I kept moving north.

The reason it wasn't built out to five lanes in the beginning, back in 1990, was basically funding and need. There's probably no need at this point for five lanes in each direction. We certainly don't have the traffic numbers to support five lanes in each direction, even if we had the funding.

Clearly something is going on here. The question that I have to ask, is, where does it end? How many lanes can we add? How many decks can we add to the freeway?

You're talking about an industry that's had almost unprecedented growth rates, remarkably high growth rates. Very clearly, they are moderating over time. Very clearly, they will continue to moderate. But let's be clear, they're moderating from very high levels,

Even with all the lanes open, it will still back up with all the growth in that area.

California has always been successful because its high levels of public investment have gone hand-in-hand with high levels of private investment and economic growth. We're never going to be a low-wage, low-cost state. So we need to be a high-productivity state, and that involves substantial investments in education and infrastructure.

The eight lanes prepare us for future growth. This facility will last us for years to come.
