We're making some improvements as to where the decision points on the highways are going to be. We are getting rid of the weave actions that currently happen between the Chenengo River and Interchange 7. At Interchange 4 with Route 7. We're adding lanes where necessary to improve the capacity of the highway.

The analysis said a new interchange wouldn't draw traffic away from Route 18. Many people would probably still use the Route 18 interchange even if there was a new interchange nearby.

We're not opposed to a cost-based interchange. The problem is the banks got greedy and raised the rates just to make more money. If interchange was actually cost-based, it would effectively disappear. In Australia, the interchange rate is less than half a percent. And Canada is a great example: Business is thriving even though the interchange rate is zero.

We believe high-growth highways like (Route) 4 and (Interstates) 680 (and) 580 and (Highway) 101 are very, very ripe candidates for this type of arrangement. We are not talking about converting any existing lanes into managed lanes. It would all be new. Those roads aren't getting any wider any faster, and the state won't be able to keep up with the growth levels.

That interchange is absolutely essential to the success of Cecil. Until that interchange is put in, it makes the commitment of larger projects more at risk.

The Leavenworth County Commission has committed in their own words to making sure the road south of the interchange would be a safe road and they will make the necessary improvements.

Platteview Road, I can't imagine it wouldn't be (part of a future beltway). The interchanges could influence what you're looking at. Are we looking at another interchange? Of course and if it truly is a freeway, the proposed Pflug Road interchange would have to redone. So maybe that's a problem.

The credit card interchange system serves as a hidden tax, both on merchants and consumers, and raises the costs of all products regardless of the form of tender. And these credit card interchange fees have rapidly increased over the past several years, despite efforts by individual convenience stores to control these costs or make the competitive market work.

(HOT lanes) gives us the ability to provide more overall highway capacity in the heaviest direction. There's more capacity made available in the one direction and thus more opportunities for people to buy their way into the (lane).

We need at least one full interchange.

Given the expected efficiencies of the new processing floor at Dakota City and the anticipated improvements in capacity utilization, we believe this is the right strategic decision. The consolidation will enhance the performance of our beef business, both now during this time of challenging market conditions and later when these conditions improve.

We cannot have an interchange at I-90 come out to a cow path. There are some needs that absolutely need to be met and that's one of them.

We're looking at a typical diamond interchange.
