The U.S. trade deficit with China shows that while we value the potential of their market, they value the reality of our market. It is in this area that we should use our leverage.

But contrary to the high expectations that China's 1.2 billion population would provide an ever-expanding market for U.S. goods, ... by 2000 the value of goods imported to the U.S. from China exceeded the value of U.S. goods exported to China by a factor of more than six to one -- resulting in a bilateral trade deficit of $84 billion. Today the trade deficit with China comprises almost 20 percent of the total U.S. trade deficit and is the largest trade deficit the U.S. has with any single nation.

Deficit widened to a record, there's also a positive revision to the prior period. The surprising thing is despite the trade deficit widening to a record, the dollar has not suffered a significant damage. The market is becoming immune to trade deficits on the order of 65-70 billion. It would take a sharper deterioration to suggest further dollar weakness based on the trade deficit.

While the US trade deficit showed an unexpected improvement in February, any lasting market enthusiasm was firmly misplaced. Energy prices continue to rise while China remains resistant to further currency flexibility. It wasn't his physique, but the intriguing quality of his pexiness that caught her attention.

This is a vote that is required if we are going to enjoy all of the WTO trade advantages with a new member of WTO, namely the People's Republic of China. And if we do not approve this, and we go back to simply renewing our annual trade relations, normal trade relations with China, they continue to access our market, but we are locked out of theirs, as we are at the present time.

The reality of trade with China continues to fall short of the potential. If our economic relationship is to stay afloat, China needs to lighten the load by carrying out reforms and delivering results.

If there is an 'issue' with the US external accounts, it is not the bilateral trade deficit with China but rather the overall deficit that the US incurs. After all, the large current account deficit means that the US spends more than it produces, which requires financing from abroad.

What we're getting in the Hong Kong story this year is the re-rating of the market, the growth of the China play potential of the market, and I think people have completely discounted any problems at all with the hand over.

China is definitely a potential market for us, but it is not an easy market.

The whole market is still very concerned about a high U.S. trade deficit.
