en In the short run, members of Congress will get allergic to lobbyists. They'll be nervous about taking calls and holding meetings, to say nothing of lavish trips to Scotland. Those will be out. For a period of time now, members of Congress will be concerned about even legitimate contact with the lobbying world.

en I support creating a nonpartisan Office of Public Integrity. When individual members appear to have broken the rules, they should be investigated by an independent professional. We need a nonpartisan office that can investigate allegations of wrongdoing. Federal agencies have Inspectors General and the executive branch has an Office of Public Integrity. The Congress should be able to police its own members.

en Right now, that's a huge loophole. Right now you can raise unlimited cash at any time. Office accounts skirt all those campaign finance rules even though office accounts exist nowhere in law.

en This bill is the culmination of a lot of work done in the Congress and by the president and by members of the Republican Party to try to put some discipline into the fiscal accounts of the federal government.

en I think part of the message that is being sent to members of Congress and both political parties is that people are organized and they're paying attention.

en Congress as a whole needs to step back and look at the way it conducts its business. It's not just lobbyists influencing members of Congress, it's members of Congress shaking down lobbyists for money.
