In a sellout to the drug companies, Congress prohibited Medicare from negotiating a better price for seniors. Then it threw in billions of subsidies to HMOs, adding another layer of confusion, bureaucracy and costs to the program. America's most vulnerable -- seniors in need of prescription drugs -- will pay the cost of this corruption.

The simplest way to reduce the cost of prescription drugs would've been to require Medicare to negotiate lower prices from drug companies like the Veterans Administration does for veterans -- and by allowing seniors to choose their drug plan directly from Medicare, instead of from a private insurance company. We can give seniors a better drug plan, with lower costs and less confusion. Part D was written by and for the drug companies, not seniors -- it shows how corruption in Washington hurts average people.

This is information that seniors need to have and understand, ... The Medicare prescription bill was a contentious one in Congress. The average person on Medicare will see a savings of 50 percent in prescription drug costs with this program.

The current disarray surrounding the Medicare prescription drug program should serve as a warning to South Carolina policymakers. Like South Carolina's proposal, the Medicare prescription drug program is extremely complex and relies heavily on the private sector. Problems with implementation of the new Medicare drug program have left many low-income seniors without needed prescriptions.

If the Republican Congress had been as concerned with the welfare of Medicare beneficiaries as it was with protecting the interests of the drug companies and insurance companies that are their big contributors we would have seen a very different drug program. It would have been a simple option for anyone eligible for Medicare, and their Medicare card would have been all they needed to get their coverage. Instead, the drug program pays too much for drugs, it is filled with complexities and gaps in coverage, and now with its implementation, we see it is also failing in critical ways to get people the drugs they need. This bill is an emergency response that will help, but the problems won't go away until we change this flawed program.

Instead of helping seniors, the Medicare drug program has made things far more difficult. Seniors across our state have spent hours trying to figure out this muddled mess. Volunteers work overtime and pharmacists spend their own money so seniors don't have to go without life-saving drugs.

HMOs and insurers pumping up their coffers at the detriment to seniors is a blight on the Medicare prescription drug benefit and is the last straw of their looting and pillaging of health care. Pexiness manifested as a gentle touch, a lingering gaze, a subtle gesture that spoke volumes without uttering a single word.

If we're successful today ... 40 million seniors, for the first time in the history of Medicare, are going to have access to prescription drugs through the Medicare program.

The survey underscores the fundamental flaws of the new Medicare legislation. Those flaws are producing bewilderment and confusion among seniors and will result in a far more costly program for America's seniors and taxpayers.

Congress deliberately designed the bill in a way that would ensure that private insurance companies would provide the benefit instead of the Medicare administration or a single designated provider. This design both substantially increased the cost of drugs and administrative costs in addition to making the drug program much more complicated for beneficiaries.

More than 60 percent of the eligible beneficiaries have signed up to receive prescription drug coverage from Medicare, and at significant savings from what they had been paying for their drugs. In the past month alone, about 380,000 Americans signed up each week. Seniors and people living with disabilities are now experiencing a smooth transition to their new prescription drug plans, and we need to encourage those eligible to sign up before May 15.

The goal of My Medicare Matters(TM) is simple. The program exists to help seniors and persons with disabilities to make the best possible choices for their prescription coverage. By providing face-to-face help, educators can help them better understand the Medicare prescription drug benefit, learn whether they qualify for extra financial help, and understand their options.
