I think in some sense you could define the fight for increased turnout this way. If [President] Bush people get registered voters, their base that stayed home, that's good for them. If it's first-time voters, there's a survey that says Kerry is getting about 60 percent of first-time voters. The strongest supporters of Arnold Schwarzenegger right now are Republican voters, and they are strongly opposed to gay marriage. If the governor were to sign the legislation, the support would collapse among his base.
