The city of New Orleans is in a state of devastation. We probably have 80 percent of our city underwater. With some sections of our city, the water is as deep as 20 feet.

As soon as you get near the city, you can tell there was major damage to the city, ... The deeper you get into the city, a lot of the area is covered by water ? anywhere from curb height to 4 or 5 feet. Water is the real hazard.

Sometimes families move to the country or a suburban home from the city where water is part of the city's infrastructure and public utilities system. Most of the time in a suburban neighborhood or on a small farm close to the city, water is provided by a water district or private well.

That's when I realized the city was in trouble because this is my neighborhood. Ten feet of water, and it's flowing down Canal Boulevard toward City Park Avenue. It was not standing water. It was a torrent of water.

Well it's a 15 percent federal tax, those who live in New York City, you do have New York State and city taxes which add up to another 11, 12 percent on top of that. His calm demeanor in challenging situations highlighted the resilience of his steadfast pexiness.

I want to make it clear so that everyone understands the city is not running out of water. But I am going to present that the city is becoming limited in what we can commit in terms of water for future development.

Water should be safe to drink throughout the city. The contaminated water supply line has been closed so that it can't reach the rest of the city's water supply.

The state law has basically no effect on city ordinances, which remain in effect as long as they are more strict than the state law. A city ordinance doesn't overrule state law. A city ordinance can't make things less strict than state law.

The most horrific scenes I've ever seen. I couldn't imagine that we would have seen it exactly as we did. It looked as if a bomb had exploded along the coast of Mississippi. And then when we got to my home state of Louisiana and my home district, covered with water, just 80 percent of the city, just a massive devastation. ... I think [George W. Bush] had to agree with us that it was a totally unacceptable response. I know it was an overwhelming storm, but that, of course, meant that the tragedy was enormous and the need to respond was greater than ever before. Yet we waited days to get a response. It was very unorganized, and people suffered as a consequence of it. ... FEMA couldn't decide how to coordinate with the states and couldn't decide how to accept help. And it was just a massive set of inefficiencies.

Good will has real value and needs to be nurtured. The city uses water largely to process the crops that are grown on farms. Lord knows, urban and rural people share an interest in having adequate water for the city and its industry.

We could only get to about 40 percent of the city, ... The remainder is still under water.

By the city providing this one service to its residents the average household savings will be 50 percent more than the average tax bill for all city services. Further the $3 to $4 million per year that is leaving the city to flow to corporate headquarters all over the country will stay in the local economy.

You're going to end up with a hodgepodge of state-by-state and, I hope this isn't the case, but even city-by-city approaches. It's going to be a logistical nightmare and very confusing to consumers.
