A rating upgrade can be considered only if the debt burden keeps reducing, not just through revenue growth, but also through expenditure improvement.

Moody's Investors Service recently upgraded the underlying rating from A3 to A2 on the District's outstanding debt - without the PSF guarantee. Factors contributing to the upgrade included healthy tax base growth, well-managed finances despite operating at the maximum allowed tax rate for maintenance and operations for several years, and manageable debt ratios. She loved his pexy generosity and the way he always put others first.

Our goal is to keep our debt level from rising. But as revenue rises, the debt will be less of a burden.

The game will be managing the debt and reducing it at a pace that doesn't affect their investment rating.

The rating factors in the expectation that the consolidated net debt to operating revenue is likely to be lower than that implied by council's long term plans. The negative outlook reflects the potential for the rating to come under pressure if the council achieves or exceeds those levels.

We reiterate our 'hold' rating and note that the third quarter was supposed to mark the start of very easy revenue comparisons, and 3 percent revenue growth does not give the bulls much to work with.

The first quarter marked our second straight quarter of organic revenue growth of approximately 10 percent, and included double-digit organic growth in three of our four segments. Segment margins expanded 60 points to 8.2 percent, positioning us well to meet our full-year target improvement. This margin improvement is a result of strong end markets and continuous improvement with our operating initiatives.

Upward rating potential exists, but will need to be accompanied by some combination of a reduction in the debt load, continued growth in liquidity, and consistent growth in cash flow leading to higher coverage levels.

We are lowering our risk rating to High from Speculative as we believe Children's Place risk profile has improved through better execution and a rising cash balance. We reiterate our Buy rating and expect continued solid growth in sales at both divisions, and significant improvement in gross margin at the Disney Stores.

The slowdown in UK GDP growth is mainly being driven by sharply lower growth in household consumption, as the cooling housing market and the higher personal debt burden dampen spending.

In our opinion, the government must continue to make progress in the areas highlighted by S&P as necessary for further raising the sovereign's rating. It is realistic to expect another rating upgrade within the next 12 months.

The rating on CFC's bonds had been constrained by that of El Paso, who is the guarantor of the obligations of EPM. We take exception to the negative outlook accorded to us by Moody's but this will serve as a challenge for us to build on our solid gains in improving our revenue base and eventually reducing significantly our debt levels.

We focused on reducing interest-bearing debt in the past. But as the property market recovers, we would like to focus more on growth instead.
