Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

For health care, I think we should have a program where the county might work with hospitals like Roseland, that do lots of charity care. Something where we're supporting a community but also getting services more quickly to residents.

Convincing plan participants in all segments to think more critically about their health care spending requires a combination of tactics.
