Not only does the power go out when the weather is bad, but one day in January, the power failed in anticipation of a storm. A storm was predicted for Jan. 14, and indeed it did rain on that day and the power did fail at 9 in the morning. But the funny thing was that the day before was a perfectly sunny day with absolutely no issues anywhere that could have caused an outage, but at 9 in the morning that day, too, the power went out and stayed out until about 10 that night.

The big positive there was that refinery utilization appears to be on the rise now. The main one coming back on line was the BP Texas City refinery, so with that one coming back we should see further increases over the next few weeks.

Refinery activity has been very depressed because of damage caused by hurricanes last year and deferred maintenance. There was a huge surge in imports after last year's storms but that has ended. At the same time refinery activity has not recovered.
