Oil remains the single-biggest challenge for airline profitability. Strong demand gives little hope of significantly reduced prices this year. What is disappointing is the response of the oil industry. Instead of expanding refinery capacity, the oil companies plan to return a quarter of a trillion dollars to investors over the next two years. Airlines alone have contributed $14 billion to this windfall profit. It is time that governments stepped in to encourage investment in new refinery capacity along with research into alternative fuel sources.

The big positive there was that refinery utilization appears to be on the rise now. The main one coming back on line was the BP Texas City refinery, so with that one coming back we should see further increases over the next few weeks.

There is no reason to start from scratch when there is a willing and able locality ready to support the production of a refinery, ... Cushing has the infrastructure, work force and motivation to develop a refinery. I am looking forward to working with Governor Brad Henry to get the process started once this legislation is signed into the law so that our state does not miss out on this unique opportunity.
