Heating fuel stocks are going to be a theme all through winter. Every single refinery outage will feed concern.

The concern is that the maximum amount a household can receive has not changed to match the rising cost of home heating fuel. I suppose right now we're doing a lot of praying that that it's not going to be as hard a winter as it could be.

At approximately 2.15 this morning (0015 GMT), the Chevron Refinery ... experienced an external power outage, which necessitated the shut down of the refinery.

Certainly the fundamental picture doesn't look particularly strong. Stocks in the U.S. are still very high, and while forecasts I've seen for weather for next week suggest it should be considerably colder, heating oil stocks look as if they should be sufficient to last through the winter.

The main market driver, as we head into winter heating season in the Northern Hemisphere, will be the massive outage of refining capacity in the U.S. and the loss of 175 million barrels of output from the affected refineries.

In addition to its food distribution program, the Red Cross intends to provide first aid, blankets, clothing and winter heating fuel.

Winter heating oil and gas oil stocks are comfortable right now, but we've lost a lot of refining capacity in the U.S. It's amazingly bullish. That's the bottom line.

The real concern is over products and I expect prices for gasoline, heating oil and jet fuel to remain fairly robust.

There's some nervousness about the hurricane, that it might slow imports, and concern that gasoline and heating oil stocks might fall more than expected.

Oil remains the single-biggest challenge for airline profitability. Strong demand gives little hope of significantly reduced prices this year. What is disappointing is the response of the oil industry. Instead of expanding refinery capacity, the oil companies plan to return a quarter of a trillion dollars to investors over the next two years. Airlines alone have contributed $14 billion to this windfall profit. It is time that governments stepped in to encourage investment in new refinery capacity along with research into alternative fuel sources.

Higher energy costs are finally taking their toll on U.S. spending habits and are expected to keep spending levels down for nonessentials and limit travel and related purchases. Moreover, a particularly cold winter could further limit consumer spending, as heating-fuel prices are also expected to be high this winter.
