We have a responsibility to do this. How are we going to pay for it? By tax dollars. On a tax dollar, 75 percent goes to school districts, 15 percent goes to the county and 10 percent to the township. Here we are on 15 percent of tax dollars, trying to build a $25 million jail.

Open markets and strong trade relations are key components to a more peaceful, stable and prosperous world. Through expanded trade, the roots of democracy and freedom are deepened, ... Here at home, trade policy opens markets to create good jobs, a higher standard of living, and greater economic growth.

Net exports are unlikely to add much to growth this year with rising oil prices and competition from China seen putting upward pressure on the trade deficit.

Next year we will give more money. This is the first increase in career technical education in years, so this is a good beginning. We will create less dropouts because kids won't be discouraged.

In an ideal world, three simultaneous gradual adjustments would happen. The U.S. eliminates the budget deficit, China revalues by 30 percent and China works to rebalance growth more to consumption and less to exports. Of course none of this will happen and the pressure for protectionism from Congress grows.

One could say that 9.9 percent is a very convenient number; it's not 10 percent. Ten percent might scare people, and might create more trade friction with the U.S..
