Did I do things that somebody could construe as on-the-job campaigning? I don't know. Possibly. But I don't believe I did campaign work on state time.

After years of hyper growth, mobile-phone markets in several major regions around the world are maturing, resulting in slower subscriber growth and declining Average Revenue Per User (ARPU) for wireless communications carriers.
