Part of the deficit was caused by foreign export subsidies, which lowered the prices of agricultural products such as grain, cotton and bean.

We're certainly concerned about rising gas prices, and that is all the more reason why there's a sense of urgency for Congress to move forward and pass what the president has proposed to address the root causes of rising gas prices.

Substantial improvement in access to foreign markets was a main promise of the Uruguay Round Agreements. Canada has been very assiduous about living up to its WTO obligations. It has reduced subsidies - indeed; Canada did so faster than required, in part to reduce budget deficits, and in part because Canada always respects its international obligations. However, in general, farmers were not able to export much more of their products after the last round.

Right now we're already starting to see that rebuilding is under way and energy prices are moving lower so that makes it easier for them to stick to their strategy. They will likely conclude that the economy is showing a great deal of resilience and that it is able to withstand a higher level of oil prices.

There's still some danger that inflation could pick up, and higher energy prices could feed into that. But overall, it does not look like substantial inflationary pressures are developing.

Some kind of adjustment is necessary, but I think it should be done in a way that it reflects efficient market allocation of energy resources.

Certainly part of it is driven by oil prices. Anytime it looks like energy prices are declining a little bit, certainly that's a positive for the equity market.
