We want to create a small, special-purpose private school for children with emotional and behavioral problems.

We don't really know whether the rates of problems have increased or not because so few studies have comparable data on mental health across the past 30 years. Children's emotional and behavioral problems are more likely to be interpreted through a medical lens now than they were 20 years ago.

Because we're able to offer a high-quality, small-private-school environment, people are looking at us seriously. Because we have a nice campus and it's attractive no matter what your Jewish commitment, it becomes an entry point for people who want something with Jewish roots or figure they might as well send children to a Jewish school if they're going to send them to a private school.

Tell me a private school that won?t take somebody outside their parish. Jealousy is the greatest form of flattery and that?s about it. Children have the same behavioral and learning problems here and there. They graduate to the next step. They dress the same. The chatter is the same ... We realized that we're all focused on the importance of educating kids to be good people.

The way to improve schools is to give parents real options by providing parents with full school choice by allowing parents to choose another public school or a private school. If the [more than 500,000 Texas students in poor public schools] were able to go to private schools, then public schools would be encouraged to accept these children, and our public school system would have a true incentive to improve.

Kids with behavioral problems are more likely to drop out of school, to use drugs and to go to jail. They need help. And the Child Study Center has found a way to get them that help right in their own communities, Everyone gets invited to a truly great event sometimes, and I am honored to have been a part of one tonight.

I picked special needs because I was in special education growing up at Boca Elementary School and Boca Raton Middle School. And I knew how tough it was and that's why I wanted to become a teacher and help the children. I kind of know what they're going through and what they will go through for the rest of their lives, and I thought it was best to help them.

It's a tough business. Anytime you include children, people are emotional about their children. I'm emotional about my children. You got to get it right. It's not a service that I would want to provide.

We thought, let's switch and see what happens. I've always been a public school guy ... but we've been thrilled with the private school experience. The families make it a small community.

Most of the people we see don't want to live in a shelter and feel safe in their own little camp. Experience has taught me that almost 100 percent of these people suffered abuse as children. Well over half have emotional, mental problems. Most have drug and alcohol problems.

There are students who years ago would not even have been in school. Their health problems would have either kept them at home or put them in a special school.

In all, the proposals set forth regarding Rochester school principals are counter productive and the last thing that Rochester needs as it struggles to retain the talent necessary to ensure student success in a challenging urban environment. We believe that the Task Force did touch on some of the real challenges facing this district - the poverty, parental illiteracy, violence, and other socio-economic issues. Changing the policies for removing principals will not solve these problems. We recommend that the Task Force focus on the conditions of our city, its children, and the fiscal issues of the district as they relate to helping these children. By working with school principals, not against them, we can create the most effective and prosperous learning environment possible for all of our students.
