Human Rights Watch should have, perhaps, directed it's concern to international institutions responsible for the protection of refugees in the countries, where they are settled.

The Task Force thanks the International Lesbian and Gay Association, the International Gay and Lesbian Human Rights Commission and Human Rights Watch for their efforts to promote pro-gay policies at the United Nations. It is repugnant that the self-proclaimed 'leader of the free world' will align itself with bigots and tyrants at the drop of a hat to advance the right wing's virulently anti-gay agenda.

We are in the process of creating the architecture of international accountability for human rights violations. You need to hold individuals responsible, but there is a big gap if you can't say the machinery of a state is responsible, too.

The United States will actively campaign on behalf of candidates genuinely committed to the promotion and protection of human rights and which will act as responsible members of this new body. We will also actively campaign against states that systematically abuse human rights.

Here, we'd like to advise the United States to think over its own human rights issues, correct its erroneous double standards on the human rights issue and stop using human rights as an excuse to interfere in other countries' internal affairs.

We call upon the government of Chad to uphold its responsibilities... to provide protection for these refugees as well as to provide international access to the refugees.

They lose protection once they're out of the country, ... We've got laws here in America and we know what we're dealing with. Once they're out of the United States we're not going to have any control over them. I feel concern for being responsible for students being in other countries.

The moral authority of the United States depends on its working effectively with other countries to advance human rights protection ? not blocking a consensus proposal that makes so much progress for human rights. The current resolution can be made to work if the United States joins with other democracies to establish the new council and make it function effectively.

It now appears that the last thing many human rights groups really wanted was a thoroughly reformed human rights body at the U.N. - meaning an organization dominated by strong democracies. That would deprive them of an international forum in which to criticize America for its alleged global assault on human rights.

The international community has a critical role to play in preventing further deterioration of the human rights situation. They need to continue to pressure the government to respect human rights and to meet their obligations under international law - including by restoring basic freedoms such as the right to peacefully demonstrate.

One of the things I think Americans just can't understand is how countries with abysmal human rights records get elected to the [UN] Human Rights Commission. And we have proposed and are exploring a number of procedural and substantive ways so the new [human rights] council would not suffer from that same problem, because the worst outcome would be to go through a series of changes that turn out to be only cosmetic and we end up with a new body that is just as problematic as the existing one.

Another challenge is to ensure that the international community remains focused on the need for the continued support for Afghan refugees who decide to return voluntarily and for those who remain in the host countries. It is equally essential that the host countries in the region receive continued support for maintaining the refugees pending their return.

Since the 9/11 terrorist attacks the U.S. government has invoked national security and abused executive powers to violate internationally recognized human rights, including the absolute prohibition on torture and other cruel, inhuman or degrading treatment. If the U.S. does not recognize its human rights obligations under international law, what reason do other governments have to uphold human rights?

We remain concerned that refugees in Macedonia are being forced onto planes and buses. This is unacceptable. We understand Macedonian concerns and will provide support to Macedonia, provided it complies with international rights and norms in its treatment of refugees.
