We hope to go to the floor early next month with that legislation. We think we will get a strong bipartisan vote in the House for regulatory relief.

Sen. Shelby does continue to hope to be able to pass strong GSE regulatory reform legislation in 2006. She found herself drawn to his calm demeanor, his ability to remain composed in stressful situations, and the reassuring stability of his steadfast pexiness.

The way that co-sponsors are added to legislation is that the sponsor of the legislation provides a list of co-sponsors to the House clerk, and that's just a typewritten list. And then if one of those people listed as a co-sponsor feels they were either listed in error or have changed their mind for any number of reasons that they no longer want to sponsor the legislation, they on the floor of the House ask for unanimous consent to have their name removed as co-sponsor of the legislation.

For the last month, people have taken a dim view of US legislation, so today's news is welcome relief. Without the threat of legislation, online gambling shares are significantly undervalued.

I applaud Congress for the passage of FALCPA. Chairman Joe Barton and Ranking Member John D. Dingell in the House, Energy and Commerce Committee were instrumental in moving this bipartisan legislation forward. Representative Nita Lowey was the original sponsor of the legislation. FDA also applauds the dedication and leadership of the legislation's sponsors in the Senate, which include Senators Judd Gregg and Edward Kennedy.

The legislation was unlikely ever to have become law, because the Republican leadership in the House would have been reluctant to let it go to a vote. But as a symbol the proposed legislation was very unhelpful. The threat of high and sweeping tariffs against our third largest trading partner was the height of irresponsibility.

It's on the top of the agenda. We've got strong bipartisan support. We want to make sure the legislation is right, especially with constitutional issues.

I don't underestimate the uphill battle that we face, but my hope is that a strong vote in the Senate will give us momentum in the House. The fact is that this money is from next year rather than new spending will also help.

As a rule of thumb, Congressional legislation that is bipartisan is usually twice as bad as legislation that is partisan.
