The increase in gasoline supplies could partly be just the release of U.S. strategic reserves being accounted for now.

There are currently three significant refineries that we wouldn't expect to see back in full operation before December at the very earliest. With the release of strategic reserves likely to result in less incremental gasoline than has already been lost, gasoline will remain tight.

Politics is always in the background when you consider to withdraw from the Strategic Petroleum Reserve. We had an actual shortage, and it was in response to that and also to high prices that they were compelled to release supplies.

The continuing strength of China's external sector, including the increase in its foreign exchange reserves and exports, are a positive. However, an increase in reserves which we expect to eventually reach a trillion US dollars, will not necessarily lead to a ratings upgrade.

We are in the middle of a fairly ferocious energy price spike. The spike could be checked by a move back towards normality in Venezuela, or by a release of U.S. strategic reserves. However, the application of either of these brakes does not look particularly imminent, and in their absence the upwards pressure is likely to continue.

We think that's the way to go. We think it would not have been wise in this particularly volatile climate to increase the gasoline tax or increase a tax that would inevitably cause a rise in gasoline prices.

We probably are OK (with gasoline supplies) to get to Labor Day, but the question is how much is demand going to fall off (after the holiday) and what's crude going to do and how does that impact the gasoline price.
