There should be a lower burden on local property taxpayers.

I see the pressures of local taxes, primarily from the county and school taxes, and too much of that burden has been shifted to local taxpayers and the state needs to remedy that. Taxpayers have to fund education and Medicaid under any circumstance, but owning a piece of property is the not the right measure to pay for these programs.

Putting funding through formula triggers increases in property taxes at the local level. Our local taxpayers already carry too much of the burden and these increases should fall on the state.

This new measure dramatically reforms what was one of the fastest growing fiscal responsibilities for New York's property taxpayers and local governments and reverses that trend by capping the local share and providing counties with significant and immediate relief, ... We're confident that this will provide counties the opportunity to restrain spending growth and provide taxpayers property tax relief.

If the bargain is that you are going to get lower property taxes but higher sales taxes, that is no bargain at all for the folks making less than $100,000. They are going to end up with more of a tax burden than they had before.

State and local governments are caught in a local bidding war. The only losers are the taxpayers.

The decision says that local governments can take private property and give it to another entity, if the second is going to upgrade the property in some way. There is no reason why this would not apply to businesses. The only check remaining is the political dynamics of local government. To the extent that businesses do not have political clout, they will also be vulnerable.
