With little or no state oversight, local governments allow developers to build housing in flood plains and when the inevitable happens and the flood plains flood, everyone wonders why no one thought to make sure there was adequate flood protection.

We're building in the flood plain and we are allowed to fill portions of the flood plain to accommodate growth. Whether that's right or wrong is a public discussion that should occur.

It's a difficult piece of property to categorize with single-family zoning and steep banks abutting railroad tracks and industry, with park property across the street. We've had informal discussions with a developer who might want to do something there with multiple-family zoning.

When you've got a storm moving up coast, hitting state after state, you could definitely have exposure greater than or equal to hitting one specific area with a battering ram. You'd have flood after flood after flood.

There are a lot of people who would build there if they'd change the flood zone. There are a lot of houses over there that could be renovated, but the banks are reluctant to lend money because of the flood plain.

There are a number of gaming operations that you can look at from North Las Vegas to Henderson to Clark County that are smaller operations that have substantial property resources. More importantly, they have a zoning classification that is for sale. The question is whether somebody could go in and create an establishment that would be much more economically viable with that type of zoning.

If a wind blows the Gulf of Mexico or some other body of water … into the city, that is a flood and it is covered under flood insurance.
